  15. <p>    Most policymakers would rather wait until the greenhouse
  16. effect and other environmental threats have irrefutably arrived
  17. before taking remedial action. Not Senator Albert Gore. "When
  18. you look at the overall pattern, the image is so clear that
  19. further delay is utterly irresponsible," he says. "We know
  20. enough right now to justify moving as quickly as possible to
  21. change the practices that are causing the worst environmental
  22. destruction in history."

  24. <p>    The Tennessee Democrat is not just talking: last week he
  25. introduced a bill in Congress containing steps aimed at halting
  26. the deterioration of the environment. For one thing, the
  27. proposed law would replace the White House's Council on
  28. Environmental Quality with a new body. Called the Council on
  29. World Environmental Policy, it would refocus attention on
  30. ecological problems of the planet as a whole. The bill also
  31. calls for tougher U.S. fuel-economy standards for autos and a
  32. phased-in ban on chlorofluorocarbons, the chemicals that
  33. exacerbate the greenhouse effect and destroy the stratosphere's
  34. protective ozone layer.
